BOOKMAKERS NECESSARY.

RACING AUTHORITY'S OPINION. Mr. J. H. Higgins, recently Stipendiary Steward to The Royal" Calcutta Turf Club, and now Stipendiary Steward to The Australian Jockey Club, says:— "I think the bookmaker is required everywhere in connection with the totalisator. From a steward's point of view, the bookmaker is ■ very useful, as it is difficult to trace totalisator bets."

The broad-minded attitude towards the bookmaker in Australia and otner countries is in marked contrast to the short-sighted policy of New Zealand's Gaming Law which prohibits the bookmaker. This law has already proved a fiasco. It has driven the reputable men from their avocation and has raised a whole crop of underground bookmakers throughout the Dominion.

The Government could add considerably to its revenue at this critical period, if it were to take a firm stand and ignore the continual pinpricks of a certain small section of the community.

Objection is taken by some people to the bookmaker on moral grounds, but it must be remembered that betting is largely a matter of temperament and inclination, and if an individual chooses to impose restraint upon himself it is entirely his own affair.

The petition at present being freely circulated asks that fit and proper persons, approved by the Racing Conference and the Commissioner of Police, should be licensed to operate on the Racecourse only. This should destroy the pernicious system of underground betting and put the bookmaker under proper control.
