INCREASING ACTIVITIES. CONTROL OF LOCAL BODIES. (Received 3 p.m.) DELHI, April 17. The war memorial at Calcutta unveiled by the Prince of Wales in December was disfigured by unknown persons, the tablets bearing the names of the Calcutta men who lost their lives during the war and the sides of the memorial being blackened with charcoal. The Black Hole of Calcutta Memorial erected by the Marquess of Curon was treated similarly. , There are many signs that extremist activity is increasing in the central provinces. A congress tliere decided that municipal committees should control municipal administration, thus transferring authority from the Government institutions to non-co-operation bodies. The president of the congress, in a speech, outlined a plan for capturing committees, local boards, district boards, municipalities, and even provin-, eial councils, with the object of obstructing all work if rights be not conceded. He appealed to all to concentrate on the reduction of expenditure as the only solution to refcedy the con- . flict between governing and governed. (A. and N.Z. Cable.)
