DAIREN AGREEMENT.
JAPAN AND SIBERIA. TERMS OF THE REPUBLIC. " EQUAL TRADING RIGHTS. (By Cable.—rress Association.— Copyright.) TOKYO, April 11. The Dairen agreement between -Japan and the Chita Government has been signed. The Chita Government agrees not to establish a Communist State. It recognises agreements made between the Japanese army and various Far East administrations, concedes equal rights in the navigation of the Amur, undertakes to take even,' non-war-like means for unifying Siberia, and guarantees the safety of lives and property of foreigners. It also agrees to dismantle the defences of Vladivostok and to throw open the port, to jrrant foreigners necessary commercial concessions and land leases, and to perm-it the foreign development of iron mince and timber resources with the right to export products. It pledges itself to refrain from Communist propaganda, in Japanese territory, and to arrange- for the withdrawal of Japanese troops.— (Renter.)
