JAPAN GETTING BUSY. H.R.H. TO HAVE ROWDY BUT RATHER FORMAL TIME. (Received 11 a.in.l TOKYO. April 9. •Japan is agog in anticipation of the arrival of the Prince of Wales. Arches of welcome are springing up in Tokyo, Yokohama, and other cities. Street cars arc carrying notices to householders to secure Union Jacks to fly on every* house. The magnificent Aoyarna Palace has been refurnished. Special preparations arc being made for the imperial Cherryblossom .party, and school children have made millions of paper cherry blossoms which will be strewn along the road when the Prince arrives. An important part of the celebrations will be a continuous bombardment of fireworks from Yokohama to Tokyo along the railway.

The Prince will "probably find himself more restricted in his movements than at any time in bis life. This will arise from the fact that an Imperial guest must confine himself within the bounds set by the Imperial family. There will, for instance, not be any chatting with anyone in the street crowds, and no mingling with the peoDlc who assemble to welcome him. — (Reuter.)
