BIG SCHEME EXPOSED. SEVENTY-ONE CONVICTED. (Received 10.30 a.m.) TOKYO, March 31. Captain Watson and 52 men, including two members of the Diet, six municipal officials, and two directors of the Tokyo Gas Co., have been sentenced to terms varying from two months to two years in connection with the recent scandals in the management of public utilities.!
