The 35 per cent ad valorem limitation is cancelled, and the 2f> cent clean content rate is increased to 33 cents a pound. Wool Avhich has been advanced in any manner or by any process of manufacture beyond Avasmetl or scoured condition, and is valued at not more than :10 cents a pound, is to pay 21 cents specific or 25 cents ad valorem.
