The report of the special committee of the Federation of British Industries on German Reparations, snys that there is growing opinion in Britain that any attempt to enforce the present reparations scheme will lead to the collapse of Germany, and declares that it is impossible to return to pre-war trade conditions until methods of liquidation of tho war debts of the natione are settled.

It suggests a transference of obligations between Governments into obligations between individuals by the creation of mortgages on German railways, shipping, and other industries. These securities would be handed over to the Allied Governments, who would dispose of them to individuals. He also suggests the utilisation of German energies uiider Allied experts restoring the railways of Central Europe and Russia, and constructing public works in the undeveloped regions of Africa, South America, and Asia.—(Reuter.)

Sir Peter Kylands, addressing a meeting of the Federation of British Industries, admitted that Gerniany could only pay her reparation by means of exports that would compete with British goods.
