Waters on behalf of the Dunediu Chamber: —"That this conference is oi opiaion tliat the accounts of all Government trading departments should be kept upon the double-entry 6VBtem, with provision for depreciation of aeiets and the usual charges required in mercantile accounts in order that annual profit and loss accounts and baknee sheets may be prepu red showing fie result of the year's operations and the assets and liabilities of tho department. The conference expresses strong approval of the action being taken by the Government in this direction." Tie mover said private employers irsre judged,by the results of their profit Ad lo*s accounts. The Governnieut by its methods of bookkeeping had lost much money and the departments could rot be judged by results, and neither could the officers if no proper bookkeeping system were used. In reply'to a suggestion, ilr. Waters «greed to deleie the word ■'trading' Irom the remit, which was then adopted.
