Harold Ritchie, a returned -oldier, is sentenced to a month's imprisonment without the option of a line for betting on a horse race. The sentence is in accordance with the law, and in the i returned soldier's case the law wins en- ! forced. Why is the law not enforced ! against persons illegally investing on the totalisntof?
