LEAGUE IN BEING.

JSEFUL WORK DONE. EXPERIMENTAL STAGE PASSED. (Bγ Cable.—l'resas Association.—'CtxpyrislM.) GENEVA, September U. The special correspondent of the "Daily News" at Geneva saya that the. real contrast between this and last year's Assembly of the League of Nations consists in tliu mental atmosphere. Then everything was uncertain and experimental with all the apprehension and excitement of novelty: to-day till! machinery is iv full working order, disputes are being settled, an International Court is being established, typhus is being fought, and treaties are being registered mid published. In brief, all the intentions of the Covenant arc being carried out. Mr. Wellington Koo'a address emphasised that the League had passed the experimental stage and had become an indispensable factor in the machinery by which human affairs arc conducted. As the League's authority increased, heavier tasks were being laid upon it. On Mr. A. J Balfour'fi motion, Dr. 11. A. Van Karncbcek, Dutch Foreign Minister, was elected president of the Assembly.-(A. and N.Z. Cable.) The Credentials Committee of the League of Nations has reported that Argentina, Guatemala. Honduras, Nicaragua, Panama, Peru, and Salvador arc not yet represented. Speculation is riftas to whether they arc coming in, and, if not, what is the reason.—(U.S.) WORK OF THE COMMISSIONS. (Received 1.30 p.m.) , GENEVA, .September 0. With the appointment of the commissions which take charge of the sectional work of thn Assembly, the Australian delegation has started work in earnest. Mr. Bruce has been elected to Commission No. 1, dealing with constitutional matters, including the amendment of the Covenant,: 4, which deals with the finances and budget, and 0, dealing with political disputes between States and the admission of new States. Mr. Shepherd hag been elected to Xo. 2, which receives the report of the various commissions which sat during the year; No. 3, disarmament, and No. 5, humanitarian, such as opium traffic, women, children, and typhus fever. Mr. Bruce has made a survey of the financial proposals for the coming year. He says that he can see signs that the campaign against extravagance initiated with such force by Senator Milieu has already borne fruit. He proposes on the Budget Committee to continue this good work. A good deal of effective work has been done by the Australians during the preliminary stages of the assembly in interviewing members of the delegations from various countries, forming alliances, and cementing friendships which will prove useful to Australia should her interests be challenged from any direction.— (A. and N.Z. Cable.)
