PEACE AND THE OPEN DOOR. THE SPHERES OF INFLUENCE. PEKING, September 0. The chief secretary of the Chinese delegation to the Washington conference has issued a statement declaring that tfhina will welcome the utmost publicity for the discussions, since there is nothing in her intentions which she desires to ' conceal., China will advocate the open door in the true sense cf the term, that .it is opened from within by China. Spheres of influence and special privileges will always be a stumbling block to peace in the Far East. China hopes that the conference will remove such stumbling blocks. There will never be peace in the Far East as long as China holds a position inferior to that of any other nation in the world. China will strive for the adoption of broad principles at the conference conducive to peace in the Pacific, and will be prepared to lay her case before the conference should existing conditions prevent the application of such principles.—(A. and N.Z.
