A message from Philadelphia states that Mr. William Lewis, director of the Savings Department of the United States Treasury, in a speech, said that America was the "worst spendthrift nation the -world had ever seen." The nation had spent 22,000,000,000 dollars for luxuries, and 1,000,000,000 a year for cigarettes, while the women paid 750)000,000 dollars a year for cosinfitice. ■ „. *
