WASHINGTON, this day. Senator Spencer filed a report in the Senate, stating that the gross cost of the war to the Allies was 177.402.2G9,225d01, ' which would be reduced to 139.7i>2,26D,- * 225d0l after credit for indemnities had been deducted' He pointed out that while Japan spent less than one per cent as much as the United States, she. had received Shantung and the Northern Pacific Islands, while the United States received nothing. Mr. Spencer adds: "We might expect Britain to extend to the United States Germany's interests in Samoa or at least to divide them. But this was not done, so it was expected that the islands north of the Equator s woiild be conceded to the I'nited States, c but they were friven to Japan instead.' t He concludes that it would be found that h the I'nitcd States spent (tTO.OOn.nOOdols j " more than any other nation in the war.
