A delegation of Ruhr miners has arrived in Berlin to protest against the refusal of Bavaria to dissolve the Civic Guards, an attitude which threatens to cause occupation of the Ruhr. It is reported that while the disarmng of the regular forces is considers to be satisfactory, drastic action will be taken early in 1921 unless the so-called self-defence organisations of Bavaria and Kast Prussia are dissolved forthwith.
