HEW CONSTITUTION'S CHANCE^

(Received 1.30 p.m.) DELHI, December 6. The elections for the new councils are not yet complete. They show poor voting. Many prominent members of the late Legislative Council have been elected, and the new Legislative Assembl7 will contain a large percentage of moderates. The results of the polls indicate that the new constitution will have evenchance of success, despite the fact that a considerable portion of political influence remains outside the council owing to Gandhi's non-co-operation propaganda.
