A DIPLOMATIC DISCUSSION. (Received 10 a.m.) WASHINGTON, August 29. Mr. Bainbridge Colby (Secretary of State) and the Japanese Ambassador (Viscount Shidehara) informally discussed the question of Japanese in California. Mr. Colby stated afterwards that he has ground for hope that the question would be settled soon in a manner satisfactory to the people of California and the Japanese Government. —A. and N.Z. RUSSIAN GOLD CHRISTIANIA, August 29. The police at Vardoe seized 70,000 roubles in gold found in the luggage of Madsen, editor of a Socialist newspaper at Trondhjem.
