APPEAL BY THE CHANCELLOR. LONDON, August 17. Asked what was the cause of the failure of the issue of new Treasury 5 to 15-year 5 per cent bonds issued in May last, Mx. Austen Chamberlain (Chancellor of the Exchequer) said that only £10,000,000 had been received in three months.
