The "Times" correspondent in Dublin writes that the American Republican Convention's refusal to support de Valera's proposals has depressed the Sinn Fein leaders, and has eased the Irish situation. It is likely to pave the way to reopening, negotiations for settlement, the Nationalists expecting early Government overtures.—("Times.")
