According to Japanese advices the Japanese commander at Vladivostok has issued a proclamation stating that Japan would not tolerate in any country close to Japan any political organisation de- ■ eifnied to interfere with the world's peace, and designates the establishment of a neutral zone around Chita, on the trans-1 Siberian railway, east of Lake Baikal.' where Japan would not interfere. The proclamation further states that Japan has no territorial Munitions in I Siberia, and would welcome the estab-1 lishment of popular government there.— (A. and N.Z. Cable.)
