FIRM MEASURES IN . BRITAIN. HO FOREIGN SHIPMASTERS. '~';:' LONDON, May 13. . -' The Aliens Naturalisation Bill, which is Feing' in___du<s_d into the ll .Use of Lords, is ■ published. Among other things, the measure, provides that no alien may be appointed to the Civil Service; nor its taster, chief officer, or chief engineer of a -British merchant vessel registered in, the United kingdom, the exceptions being those- vi'ho performed faitKftiT seTviee in the war. Aliens are also, debarred -from holding pilotage certificates,- an exception being made itl the. case of French subjects using tHe ports df Newhaven and arl____jy, _?{_Sc,ial clatibe*' Hive been .inserted, providing special powers of naturalisation for British possessions, subject to the proviso in the case of the Dominions that the ' measure . be_ adopted by the Legislatures of the -Dominions.—(P.A.-)
