FIXED TOTAL WANTED. • LONDON, May 12. The correspondent of the "Daily Express" ki Berlin interviewed Herr Wirth, German* Minister of Finance, who stated that Germany bases her main hopes of industrial recovery on the forthcoming conference at Spa. It was essential that the Allies should remove uncertainty as to the amount of reparation payable by Germany, and they must .fix a sum that Germany could pay.. It was impossible to hope for a recovery of German industry Vhile the sword of Damocles was held over Germany's head. Europe's reconstruction depended on the Allies' treatment of these claims. Herr Wirth admitted that the Allies could foTce Germany to accept any terms, but it would require an army of occupation of 2,000,000 men to force unwilling Germany to work.— (A. and N.Z. Cable.)
