LOCAL TRIBUXALS TO INVESTIGATE. ißy Telegraph.—Special io "Star.") WELLIX'GTGN-, this day. Laat session Parliament passed an Act which provided considerable extension of the powers of the Board of Trade. Xow it is found that further important development is necessary, and it .can be secured without legislation. "We have discovered." said Mr. Masaey to your correspondent, -'that the provisions of the Act cannot be effectively carried out unless there are local tribunals to which complaints can be submitted for investigation, so we propose setting up tribunals of three persons in each city. Their duty will be to investigate complaints which are sent to the Labour Department's officials, and. if evidence warrants prosecution, cases will be handed to ,the Crown Prosecutor for action. The Auckland tribunal has been settled, and the Board of Trade during its Christchuroh visit will determine the personnel of the Christchureh tribunal. The names will not be announced until all the tribunale are constituted."
