INCREASES DECLINED. (Received 11.30 a.m.) WASHINGTON, February 12. The Railroad Administrator, Mr. Hincs, refused to grant the wage increases demi.ndcd by two million railway workers, on the ground that the Railroad Administration could not economically grant such increase? in view of the fact that the railroads would soon revert to private ownership.
