RESTRICTION OX MILLERS. (By Telegraph.—Special to "Star. - *, WELLINGTON, this day. With the object of preventing speculation in flour in anticipation of rising prices, the Government, at the instance of the Board of Trade, is te-day gazetting an Order-in-Cpuncil providing that millers must obtain from the Wheat Controller's office a permit tc deliver any quantity of flour in excesm of five tons.
