A WIDELY DISCUSSED THEORY PURPOSELY MADE IMPOSSIBLE DEMAND TOR THE RHINE. (By Cable.—Tress Association.—Copyright.) (Received 2.45 p.m.) LONDON, February 9. A icmarkable theory regarding the surrender of tlie German war criminals is widely discussed' in British circles. According to this story, Trance and Belgium 6eeured control of the lists on the ground that every ally was entitled to demand whatever it wished, and then framed the list in such manner as to make acceptance impossible, enabling them to demand occupation of the Ithlnc, which was previously refused owing to American opposition.
The dominant parties concerned in the Franco-Belgian claim say that national Bccurity requires a firm liold 0:1 Khine tcritories. The French Press supports this attitude. Mr. Gustave Hervc writes: " We do not intend to annexe the Ehine territories, but to permanently neutralise them. Marshal Foch demanded this, but Britain and America refused it, aa being too rigorous. We trust that this time the Allies will not oppose."
The Prussian Parliament has postponel further legislation as a protert against the surrenders. Members of Parliament are unanimous in opposing the surrenders, with the exception of Socialist Independents, who declare that Germany must not be endangered for a iiw •individuals. German flying officers attached to Allied missions have resigned from the army. This is symptomatic of the intense feeling amongst the educated class ajainst 'France. The widespread outburst of noisy execrations is little less violent than at the high noint periods of the war.—(United Service.) ..
