HERZOG'S MANIFESTO. • SUBJECTION " BY BRITAIN. CAPETOWN, November t>. General Herzog, the leader of the South African Nationalists, has issued an election manifesto, in which lie accuses the Union Government of being inspired by a purely Imperialistic policy, which led to South Africa being dragged into wur, and making great sacrifices to benefit the British Empire.
