The latter counties will form an excluded area, with their own governing authority. The Irish Government and the Government of the excluded area shall be under an authority nominated by the Lordl.icptenant and the Irish Privy Council. The Parliaments have approximately a Dominion status, except the Customs, which will be under a nominated All-Ireland authority.
