LOOAL DIVISION SUGGESTED THREE LIGHT CRUISERS THIRTEEN SMALLER CRAFT COST OF A MILLION A YEAR Lord Jellieoe's report on the naval defence of New Zealand was presented to Parliament yesterday. The Admiral proposes the establishment of a New Zealand Division, as an integral part of the Eoyal Navy, and attached to the Far Eastern Squadron, one reason for this recommendation being that responsibilities in the matter of naval defence are more clearly recognised and more cheerfully recognised if the ships provided are seen by the people who pay for them. He suggests that, while in proportion to population and trade New Zealand's share in the total cost of the Navy would be 2.02 per cent, the . basis of contribution should be 5 per cent, for the reason that, as Australia and New Zealand would have no part in Atlantic defence, their share in the maintenance of the Pacific Fleet should be more in proportion to its cost and maintenance. The strength of the Division is suggested at three light cruisers, six destroyers and submarines, a submarine parent ship, and a small air force. Further, there should be 8 old destroyers, 18 mine-sweeping trawlers, and 4 boom defence ships for harbour protection. It is suggested that a start be made with one cruiser and six submarines next year, with additions each year till the full strength is made up in seven years. The original vessels should be lent by the British Government, being replaced as they become obsolete by the New Zealand Government. The annual cost of the scheme is £981,885.
