PROVOCATION IN IRELAND.

The "Times,"' in a leader, says that the suppression of the Dail Eireann. the Sinn Fein Parliament, opens up an appalling vista of provocation and retaliation, both sides vying in merely physical endurance, and building tip a heritage of bitterest memories. That Ireland is on the verge of civil war is a bitter commentary on British good faith. The Premier and his colleagues must bear the chief blame.

In Dublin the worst feature of the situation is the sullen apathy of the more moderate aud responsible elements, partly due to the belief that the Government is inspired in its actions from Ulster.

The "Daily Mail" Ulster correspondent interviewed Mr. Arthur Griffith, who said that Lord French's proclamation was only amusing. The Government cannot suppress '■> members of Parliament. In a speech in San Francisco, President Wilson said that a statement of the Irish ease was not heard in Paris. The Allies were unable to decide questions not affecting the territories belonging to the delated Empires. The Irish question could not be decided under Article 2 of the covenant of the League of Nations. The United States had power to recognise any Government whose people seek to achieve or have achieved independence from a member of the League.— (A. and N.Z. Cable.)
