GLIMMER OF HOPE.
" TIMES " IRISH SCHEME. TEST OF STATESMANSHIP. LONDON. July 28. j The '■Time," in a leading article to-dnj "There is a glimmer of hope on the: Iri-h horizon, a, is shown by the moderate tone of the discussion of the sugges- : tens of the -Times." "It is esj iallv noteworthy that the ■..heme admits ~'f the postponement of the creation and the final allocation of administrative powers until the All Ireland Parliament is elected and the. state Legislatures hold their initial meet-j ings. "This arrangement facilitates an agreement, and should appeal to the business ! instincts of I'lstermcn and Southerners ; alike. It should promote unity, nnd tend 1., invest Ireland soon with the full con trol of ils local affair-. "The moment is vital for the ttritish Government and Parliament. The longclosed door is opening wide enough to admit state-men. and Liberals. 1 iiionists. and Labourites should combine to assist in a settlement. -The Cabinet is bitterly distrusted in Ireland, and is faced by a hard task. If it. shows linn purpose and goodwill the Irish will respond with characteristic generosity. It is a test of Irish as well as British statesmanship." The "Times" correspondent in Dublin states that a futher discussion of the scheme shows unusual gravity nnd thoroughness. 'I'lie "Irish Times" believes that the proposals will appeal to the moderate Nationalists, and that they offer something superior to the WH Act. It asks for assurances of the better protection of the southern I iiionists. In the lions,. ~f Commons to-day Mr. Bonar Law, when asked to fix a day for a discussion on Ireland, slated that the dale would have to be subsequent to the summer recess, as flic Government was not ready to formulate its policy before then.
