IMMIGRATION NEEDED. INDIAN CONGRESS' DEMANDS. (Received 10.50 a.m.) CAPETOWN, August S. General J. C. Smuts, speaking at a reception at Pretoria, declared that the Germans who scuttled the ships at Seapa Flow deserved a statue, because but for this the German fleet, which had been a curse to Germany, would have become a world's curse. He contended that immense changes in industrial matters and otherwise in Europe were sure to affect South Africa. The latter could not erect a ring fence, but if she put her house in order for immigration competition she should see colossal progress. The Indian Congress at Johannesburg has closed. It passed resolutions demanding the redress of grievances including the withdrawal of the .epilation ranking Asiatics among prohibited immigrants, and demanding the franchise, in return for which they would accept all the responsibilities of" eit_»nship, the withdrawal of objectionable railway regulations, the removal of obstacles to Indian students attending universities, free and compulsory eduea" tion for Indian children.
