A distinguished Russian who escaped from service with the Bolsheviks has arrived in London. He states that Gerj man Soviets, strongly established in 1 Petrogrnd, enjoy special privileges. I Lenin and the other chiefs make tho | most of the German trained army, but j still regard propaganda as the first line of attack. They are convinced of the necessity for world-wide revolution. The Soviets proudly proclaim the British withdrawal as a defeat. The remnant of the population in Potrograd is mercilessly controlled, working j unpaid lor the Soviets, receiving one j meagre meal daily. The city adnuti- | istrntion is reduced to the lowest state lof inefficiency. The factories are shut. j except for I he munition works, where a i political committee constantly interferes | with the management. The starved workers are cruelly speeded up. lnI toxhation is the sole relief, and as alcol hoi is unobtainable, various substitutes | are used, including mixtures of gasoline, . petrol, and ether.— ißcuter.)
