CITY COUNCIL.

CONDITION OP STABLER. A meeting of tiie Cixy Council was held last evening, the Mayor (Mr. J. H. Gunsoct presiding. BIGHTS OF CHILDREN. The Rights of Childhood submitted for distribution the official circular of the League, suiting that a congress would be held at an early date, to which delesates were now Invited. Mr. A. J. En'rican said this was a league which had its inception among the waterside worker.". They were anxious that some better means of education should be adopted for the young people. The matter was referred to the Works Committee. TOWN PLANNING CONFERENCE. The Department of Internal Affairs advised thet the ilate of the New Zealand I Town Planning Conference and Exhibition | had been altered from .May o and 10 to May 10 and 24. SUPERVISION OF CHILDREN. The need for trained supervisors for the guidance of children at Mvers and Victoria Parks was urged in a communication from the Civic League, which asted tha the council receive a deputation on the subject. The matter was referred to the Reserves Committee to receive the deputation. SHOP HOVRS. A requisition, containing 34 signatures, asking that furniture shops in the city he closed at 6 p.m. from Mondays to Thursdays, and at 9 p.m. on Fridays, with certain exceptions relating to holidays, was received from Messrs. Tonson Uarlick. The necessary certificate graining the request was authorised. EPSOM SURVEY. The City Engineer reported that the district surveyor was now making arraugemeuts for future work in connection with the standard and alignment survey of the Epsom district. He recommended that work, this being the only district in the city in which this work has not been undertaken, and estimating the work at £320. It was decided to have the survey made. RAILWAY EMBANKMENT. With regard to the proposal of the Rail;vay Department to erect sluice gates from :he railway embankment across Judge's Bay, and to construct a pa-thway on the nner side of the embankment from the >aths to the sluice, the council, on the •ecomniendation of the Works Committee, -to the proposal but stated that so 'jit as the council was concerned the path rae not required. BROWN STREET STABLES. The complaints regarding the stables in 3rown Street were again mentioned, a urther letter coming to hand from Mr. R. Richmond, who called attention to a leaky ewer in the street. The Works Commitee reported that the existing position of itables in the city had been fully con'idered, unci poinmi'ttop was of opinion hat conditions were sanitary, but if any ■ause for action arose the f>anitary Inspec:or will take proceedings. With regard to the requirements of the bylaws respecting stables, the committee was of opinion that the provisions whereby only brick stables may now be erected in both the recently enlarged brick area and the outer area, except in terms of Bylaw 157, were adequate: that in the outer trea the requirements under the recently adopted bylaws respecting floors, drainage, etc., were reasonably sufficient. and that any more stringent conditions would impose undue hard-ship upon many smell interests, withont any advantage to the public health or other interest. Mr. Hall Skelton protested against the statement that the provision under the bylaws was adequate. Mr. Paterson said he bad paid a visit to the stables and had found them surprisingly clean. Other speakers expressed the opinion that some further action should be taken. M r . Entriean pointed out that it was questionable whether the matter was not one for the Public Health "#ci>artmcnt. He doubted whether the conflcil had any power to interfere as long as the stable was kept in a sanitary condition. Committee, in reply traversed the statements that had been made, and pointed out that Brown Street, so far as deaths were concerned, was one of the healthiest In the city. NIHOTUPti DAM. A request that progress payments in regard to the Nihotupu impounding dam be increased from To per cent to 90 per cent, was made by the contractors, Messrs. Lanjrlands and Co.. Ltd. In a previous communication it was asked that the period for the completion of the work be expended two years. The Works Committee recommended that the extension of two years be granted, and that subject to the council being fully Indemnified by the bondsmen against all claims up to the 23 per oent retention money, the request for increased payments np to 90 per cent be the committee, with power to act. AXZAC DAY. can, fleatner, Murray, and Mies Melville was appointed to arrange for the Anzac Day celebrations.
