BUFFER STATE FOR FRANCE
IN THE SAAB BASIN. NEW YORK, March 2. An American correspondent in Paris states that the American peace delegates favour the formation of a buffer State, with a Republican Constitution, including the Saar basin between France and Germany, until Germany pays her indemnities. It is expected that such a State would bo affiliated with France.— (A. and N.Z. Cable.)
