A SEPARATE MINISTRY. (Received 0.-15 a.m.) WASHINGTON, August 2!5. Mr X. D. Baker (Secretary for War) announced that Jlr John Ryan had been appointed Assistant Secretary for War, with responsibility for the army air service. This is practically tantamount to his appointment as Air .Minister.— (A. and N.Z. Cable.)
