MUNITIONS DELAYS. .(Received 8.30 ajaj, WASHINGTON, December 14 Mr Crozier (chief of the Ordnance Department), giving evidence before the Senate Committee, blamed Mr N. D. Baker (Secretary for War) for delays in providing machine guns and rifles. America manufactures 10,000 rifles daily for Britain, but America changed her models because it was decided that the Americans should go to the French, not the British, sectors. The factories were now producing less than 5,000 daily. Thirty thousand machine guns were needed, but none have yet been delivered.
