LAWLESSNESS IN RUSSIA
TROOPS FIRE ON PILLAGERS. rETROORAP, October 14. Bands of criminals and deserters began to pillage, in the province of Khnrkoff on Wednesday. They fired upon the troops who were checking their excesses. Martial law was proclaimed in the evening, after fighting had continued all day. Similar disorders, which were provoked by a scarcity of food, in various towns in the provinces of Podolia, Kherson, and Astrakhan were sprcdilv suppressed (Reuter.)
