COMPULSION IN AMERICA.
LIST OF EXEMPTIONS. (Received 11.30 a.m.) WASHINGTON, July 2. President Wilson has proclaimed draft war service regulations. Those exempt from service include men indispensable to military and national industries, sole supporters of children, wives, parents, brothers or sisters, memhers of well-recognised religious sects who are conscientious objectors and ordained ministers, Federal" and State Legislative, judicial and executive officers, aliens who have not taken the first naturalisation papers, workmen in armouries, , arsenals and navy yards, pilots, mariners of the merchant service, criminals, aud the mentally deficient. The drawing will be held in Washington, and local exemption boards will be provided for every 20,000. also appellate boards in each Federal district. President Wilson says that the system is designed for the needs and circumstances of the whole country, with the least inequality and personal hardship.! All men are on an equal plane. He points out that the boards must impartially and fearlessly perform delicate and difficult tasks.— (A. and Nf.Z. Cable.)
PIRATE BASE ON U.S. COAST
DESTROYED BY BRITISH PATROLS. PAILTJRE OP THE CAMPAIGN. (Received 11.40 a.m.) NEW YORK, July 2. The New York "World" states that oilk-crs of the American steamer arriving at an American port report that Uritisti patrollers located a I'-boat, base a fortnight ago. The U-boat suppliers were shot, and the oil and other supplier confiscated. It is believed that movements of allied ships were reported to the L'-boats from the base- The New York "Herald's" Washington correspondent says that "at the termination of live montlis' unrestricted piracy naval otlicers estimate that the total "losses are lar short of (lermany's programme of one million tons monthly.'' He declares that the total tonnage lost in the first year does not exceed four millions, while three millions were constructed in the same period.—(A. and N.Z. Cable.)
