WIN-THE-WAR PROPOSAL. (Received 11.30 a.m.) WASHINGTON, June TO. President Wilson is considering a panAmerican commission to encourage" the co-operation of South and Central America for the successful prosecution of the war economically. Some diplomatists are predicting the eventual co-operation of all the armies of the western hemisphere—(A. and N.Z. Cable.)
