THETR VISIT TO RUSSIA. (Received 130 p.m.) LOXDOX. June S. Lord Robert Cecil I Minister of Blockade I, speaking in the House of Commons, said that Mrs Pankhurst had not applied ~f»r passports to visit Russia. The War Cabinet had decided that it was desirable to issue passports to Mr Ramsay MacDonald and Mr V. \Y. Jowett, as the Russian Government strongly desired minority and majority representation Petrograd, and expressly wished that delegates of the Independent Labour party would come. The Ambassador at Petrograd advised that refusal would lead to serious misconception in Russia. The passports wcr, not intended to enable holders to participate in the Stockholm conference, and would be issued on that understanding.— (A. and X.Z. Cable.)
