RAILWAYMEN AND 'PLANES. (Received 9.30 a.m.) NEW YORK, May 21. Ex-President Roosevelt has issujjd, a statement, iv which he regrets, but loyally accepts. President Wjlson'e decision. He contends that four divisions of his volunteers could be in the firing line by September 1. The Government has ordered the formation of nine regiments of railroaders to proceed to France without delay. The Government, aims at an output of ;!,500 aeroplanes in the first year, and double that in the second. Nine aviation fields are being prepared, at a cost of a million dollars each. — (A. and NX)
