The "Matin" says that the Governments of France, Britain and Belgium have, discussed the question of provisioning the invaded territories of Belgium and France. -They have opened pourparlers with Spain*"and Holland, with tha view of replacing the American control of the distribution of food, and have begun negotiations to assure the continuous arrival of ships.
