BIG RUSSIAN MERCHANT FLEET SCHEME.
CONSTRUCTION OF NAVAL DOCKYARDS INCLUDED. (Received 11.30 a.m.) PETROGRAD, February 8. A group of financiers is forming a company to create an important merchant fleet, and to construct several naval dockyards. A special committee, under the President of the Council of Ministers, is examining the project.
