The French have resumed their interrupted offensive south of the Somme, and are advancing on a three-mile front. On the other flank the Serbians continue to make satisfactory progress towards Monastir, capturing enemy trenches and taking nearly three thousand prisoners. - The American Government disclaims all liability concerning possible breaches of neutrality by the German submarines operating on the coast, and/refuses to subscribe to the Allies' doctrine that they are outlawed and excluded from the benefit ■ of international law governing the rights of warships in neutral •waters. The United States holds that the fighting nations must distinguish between neutral and belligerent submarines, and the responsibility for any resultant error must devolve on the Power which fails to so distinguish.
