Berlin, February 11 — The "Neu Freie Presse" announces that Great Britain has agreed to defend the coasts of Austria and Italy in the event of a. war between the Central Powers and France and Russia." A startling change has taken place in the relations between the Powers above since February 1888 I am, etc., W. J. RATTRAY.
