WILSON ASCERTAINING ALL THE FACTS. (Received 9.55 ajn.) WASHINGTON, October 9. President "Wilson has made the following statement regarding the appearance of German submarines off the American coast:—The German Government' will be held to complete fulfilment of its promises to the United States. My Government will first ascertain all the facta before taking any action." . After conferring with President Wilson at Long Branch, Count yon Bemstorff, German Ambassador, declared that Germany would abide by her submarine promises.
