ON THE EVE OF A PEACE APPEAL. \' AMERICAN EXPLANATION OF THE SUBMARINE RAID. (Received 11.30 a.m.) NEW YORK, October 9. In some quarters it is believed that 03's depredations are the final bluff to keep up courage on the eve of a peace appeal. This interpretation follows a remarkable telegram from the Berlin correspondent of the United Press Association, who, replying to a request for a statement concerning the German peace reports dispatch which he sent last week, which was passed by the German censor, says:—-'lt is not impossible that Ambassador Gerard is conveying peace proposals to America. It is believed that now is the time for 'Washington to make peace, which only Washington can do, because it possesses great influence in London and Paris. Now is the psychological moment, for if peace is not made now the war must last another year, a3 the winter campaign is prepared. An armistice is not mentioned, but I believe that President Wilson can appeal to the Powers to send representatives to Washington to negotiate for peace while the war continues."
