The "Daily Mail" publishes a symposium on the question of reconstructing the Empire after the war. Lord Sydenham, ex-Governor of Victoria, says: "The war has convinced mc of the necessity of an Imperial Cabinet responsible to a representative Senate dealing with foreign affairs, the defence of trade communications and inter-migration. The war has provided democratic statesmen with the greatest chance, but the chance will quickly pas." Colonel Sam Hughes,.Canadian Defence Minister, writes: "We desire to join in the Imperial control of Imperial affairs." The Hon. W. P. Sehxeiner, f ormerly Prime Minister of Cape Colony, advocates an Imperial conference, including Egypt and India. Hon. Peter Mcßride, Agent-General for Victoria, advocates the representation of the Australian State Parliaments at the Peace Conference because they are concerned more intimately than the Commonwealth with trade matters. Sir Thomas Mackenzie, High Commissioner for iNew Zealand, places, adequate Imperial defence in the forefront. He says that unless this is assured it is futile to deal with any other subject at a conference of Empire statesmen. He_ urged that the representatives of the" great industries should confer, and pointed out that the resources of New Zealand, which were practically untouched, were capable of enormous development. v Sir John McCall, Agent-General for Tasmania, thinks there , should be a conference of representatives of al parties from the various parliaments o the Empire. A newspaper correspondent euggeste' that appreciation of the services of the overseas military forces might be marked by -creating regiments of guards in Canada, Australia, New Zealand, and South Africa, to form, together with the British guard, an Imperial Guard.
