LEGISLATIVE COUNCIL.

FINANCE BILL PASSED. (By Telegrtpo.—Pres's Association.) WELLINGTON, Wednesday. The Legislative Council met at 2.30 p.m. Sir Francis Bell brought up-the report of the conference on the Military Service Bill, which showed that while on several amendments the conference came to agreement, they disagreed on the conscientious objector clause. Sir Francis Bell moved that a committee, consisting of the Hons. the Speaker, A. Baldcy. W. E. Collins, C. A. C. Hardy, B. Harris. Sir W. Hall Jones, and C. H. Wigram, be appointed to act with a committee from the House of Representatives in regard to the furnishing of new Parliament Buildings. This was agreed to. On the motion of Sir Francis Bell the Legislative Council Amendment Bill. 1916. was read the first time. ' Sir Francis Bell moved the second reading of the Finance Bill, and briefly explained its provisions. He reviewed tho Dominion's finances on tho lines disclosed in the Budget. The bill was eubsequently reported from Committee without amendment, read the third time and passed. A message was read from the House of Representatives asking for a second conference on the amendments in the Military Service Bill, to which the Council agreed. The Hons. C. A. C. Hardy, G. Carson and A. Baldcy were appointed managers. The amendments made in the Land and Income Tax Bill by the House on Tuesday night were agreed to without debate. The Council rose at 3.50 p.m.
