LANSDOWNE ATTACKED
J OVER IRISH SETTLEMENT. MR REDMOND'S OUTBURST. "A DECLARATION OF WAR." (Australian and X.Z. Cable Association.) LONDON, July 13." The Leader of the Nationalist party (Mr John Redmond) has issued a statement in regard to the speech delivered in the House of Lords by the Marquis of Lansdowne. He describes this as a gross insult to Ireland, and asserts that it amounts to a declaration of war on the Irish people, and the announcement of a policy of coercion. If the speech be taken to represent the attitude and spirit of the Government towards Ireland it is the end of all hope of settlement. Mr. Redmond says the speech seems to have been made with the deliberate object of wrecking the settlement of negotiations. Mr. Redmond, says he adheres strictly to Mr. Lloyd George's terms. Any departure in the direction indicated by the Marquis of Lanedowne will' be regarded as a gross breach of faith. It appears that Mr. Redmond claims that; all modifications are strictly fr-: porary and provisional, including the »_. elusion of the six Ulster counties. The "Daily News" does not regard the speech of the Marquis of Lanedowne as being a wrecking speech, but one intended to conciliate the wild men of his party. Liberal members of the House, and newspapers, urge the quick introduction and passing of the amending Home. Rule Bill; ' Lord Lanedowne stated this week that he was confident that under the system at present in force thsre ought not to be any fear that the Irish situation would get out of hand. He believed Sir John Maxwell had 40,000 troops under hie command, .and .the Government would give him all the support to which he was' entitled. A sufficient garrison would.be maintained during, the transition stage. An Order-in-Council would _be issued prohibiting the carrying of arms in Ireland without a permit. ,
